I wouldn't be surprised if it's #3. There are no more hard anchor points for the tower cranes along the periphery of the building. I don't know how high they can safely be stacked above the final anchor, but it seems like they may need more sections to complete the crown. Philly's CTC has these internal cranes, so it's not out of the question.
If they just keep the cranes where they are now and count that as a spire, we'll have passed up LA.
