I think 3 lanes is plenty for most of the stretch, and you can easily leave shorter old two lane rockcuts and bridges to reduce the cost.

I feel a lot of the impetus for people wanting twinning is the 90 kph speed limit, which might be what is safe in the winter, but in the summer is just crawling. Can just raise the limit!
