I would pick Saint Petersburg. Really dig this city for its architecture and museums. Fell in love with it when I had a cruise on the Volga river, it was a trip from Astrakhan to Moscow. It lasted 14 days and cost about 1500 euros.
One of the best trips I have ever had.
