Liverpool does actually have a small subway system with four underground stations in the city centre plus one over in Birkenhead across the river and lines beyond that extending overground into the suburbs.
It's more useful for people traveling in from the suburbs though, the city centre itself is quite compact and walkable so there isn't really any need to use it if sticking to the city centre.
