Mind you, he was saying this to the Toll Bros. team while they were presenting their Jewelers Row tower. Their design, as is, ALSO requires air rights not yet fully owned. A whole lot of them, on multiple sides. Cecil was saying it as a warning to them for when they ACTUALLY present to CDR. In this instance they were just presenting as an 'information only session.'
