This article doesn't mention the school part of that but hopefully there will be some cost savings involved. In an ideal world the prisoners could make the lunches for the schools for little to nothing in labor and thus "in-source" the food service within the public system and not outsource to Sodexho (which most of the schools use).
The article does mention that the kitchen will have the capability to serve four times the amount of meals per day than the jail will need...so hopefully they actually make good use of it and it isn't a gigantic, oversized waste of money.
