Don't jump to too many conclusions, we haven't seen any final renders yet! Note that in the large image in my last post, there's no entries or moreover, a podium (which are almost a given in Melbourne) depicted - these were renders used for the whole master plan which was approved by the state Planning Minister not long ago.
