The 230 foot height we saw on the tower crane plan is correct, but you have to measure from the loading dock, which drops 4 feet below the rest of the site elevation.
230 feet to the mechanical roof parapet
220 feet 8 inches to the mechanical roof slab
207 feet 8 inches to the MEP. I take this as being the "mechanical room level" that is enclosed by the mechanical penthouse. It lists it as "level 19". The space would be unoccupied and would be only for mechanical uses.
191 feet 8 inches to the amenity level - this is effectively the main roof and top floor. This is the outdoor roof deck.
175 feet 8 inches - this would be the highest hotel room floor.
