But what's inoffensive? I am positive some non-trivial group of people will be offended by whatever aesthetic that is chosen. By giving aesthetic preference to the planning commission, one is only hoping that they make better choices than developers or the free market, and that buildings we don't like become good while buildings we do like are unharmed. I'm not sure that would be the case.
