Probably the height, spire, and massing. David Childs himself has stated that this tower was designed to "memorialize what was lost, while looking towards the future." or something to that effect.
It's also a familiar mark on the skyline. Back in the mid-90s, when I first moved to New York, I used the North Tower as a sort of waypoint. Anytime I was lost and didn't know where I was, I looked for the Twins, and knew immediately where I was and how to get where I needed to go. I'm sure 1WTC will have that same effect.
