The Halifax popup is completely privately financed and is leasing land from the city for use whilst giving the city control over non-CPL scheduling. I don't see why Saskatoon/Regina couldn't play host to a similar agreement.
Perhaps it's something pertaining to not wanting to rely on NMS/UoS groups dictating rental or usage agreements with currently existing stadiums? We'll have to wait for the 21st to get a better idea.
The owners seem to think the modular stadium would cost $15-20M and could be built
in nine months.
