San Antonio, as most of Texas, loves it's sprawl and it's vehicles. Although the city has been attempting to promote downtown development, the mentality of most of the citizens lags behind. The majority of life downtown is due to tourists, rather than people living there. Being anywhere other than the Riverwalk at night can make you question your safety.
This is all personal opinion, but having lived in both cities, downtown Boise has a lot more of a community feel than downtown San Antonio.
