This is a common misunderstanding encouraged by the naming of Millennium Park.
Millennium Park is a PART of Grant Park. Not to include it would be like carving out a quarter of Central Park and giving it a different name. Grant Park has always been defined by Randolph, Michigan, the lake, and Roosevelt (although the southern border is a bit more complex). I had this discussion with Bob O'Neill - chairman of the Grant Park Advisory Board - and he confirmed what I have just said.
