It looks like a 1970s level mistake. They could build the complex on a quarter of the amount of land and plan for the existing grid to be refilled with new residential and multi-use over a period of years. This current program is actually shockingly bad. Even notice the property on the north side backs up to an alley, it's not even properly framed by a street that could be lined with new development.
