The Congress Hotel was located at 607 1/2 N. Main per the 1907 city directory.

I find it strange that a building this size has an address with 1/2.
Is this the correct building?

I don't know about the Congress Hotel, but the RPPC shows the NE and SE corners of 8th and Flower:
