The tall buildings are all clustered in that area because it was the site of the Pennsylvania Railroad's Broad Street station and associated viaduct. That land became available for development in the 1960s when those structures were demolished. We will never see any buildings of significant height east of 7th Street because of the historic district.
In the future we will almost certainly see more tall glass buildings over by 30th Street station which has some visual separation because of the river. We may also see some tall buildings pop up immediately east of City Hall but so far nothing over 500 feet has been proposed.
