Some people call it that. Personally, I never call it that, and haven't met many people who do. I would say the "Deco Ghetto" is a sub neighborhood of SOMA, and SOMA is what I call it.
Since I barely ever hear that name in person, to me it's kind of in the same category as "NOPA" (North of The Panhandle). Meaning, a neighborhood that has relatively recently been given a new name by some people, but the new name is not too well known, and is not universally used.
