Exactly, that's what I said, they're close to it, but not in it. The East Village, as I said, is a victim of its constrained geographic area, whereas the Pearl District is 3x the size, including all of the cultural venues. If Calgary wanted to, they could just move the geographic boundaries 100 or 200 meters west to Macleod Trail, and include the Performing Arts Centre and whatnot.

In response to your inquiry, no, the East Village only goes as far west as 3 St SE. The Google Maps definition of "East Village, Calgary" is even smaller, starting at 4 St SE.
