I do not believe the developer is Concord unless they picked it up recently...I was looking at land titles last year and the company name was King George Financial Corp with offices downtown at 905 West Pender Street.
Concord could very well have bought shares of the company and avoided PTT and kept it under wraps however, time will tell!
