If they want to urbanize what is a very uninviting street they'll triple the width of the sidewalks on both sides, pave it in quality stone, and incorporate trees/plants between the sidewalk and the road. It might require a steeper gradient of Citadel Hill to make more space. I've always hated walking down than sidewalk. There's nothing pleasant about it at all.
