You are correct that the targeted headway is related to the ridership.

But if you notice the 22 has a lower head way during most of the day compared to the 41. Yet the 22 has a much higher service hours compared to the 41.

So even though there are more total service hours per day on the 22 route. Because that route is longer than the 41 route. It means they have to spread out the buses more. Hence you end up with a lower headway. '

The 22 route is about 1hr 6 minutes long. While the 41 to UBC is 51 minutes long.

So a bus on the 22 needs 15 minutes more of service compared to a bus on the 41. A bus would get to the end and turn around before the 22 bus was done. Thus lowering the head way on the 41.
