"The developers recently submitted an application to the Center City Revenue Finance Corp. (CCRFC) for a 15-year tax break for an $8 million mixed-use project at 27 W. Carolina Ave. The project would include 57 apartments and — in a departure from most of the nearby apartment buildings — 8,000 square feet of ground-floor retail, according to the application"
