Uplighting buildings is a big no-no to the VCC, because it's not historic. They've allowed a few exceptions for the cathedral and a handful of other prominent buildings, but they'll reject it for the average home or business.

This isn't a quick solution, but allowing more residents in the upper floors of Chartres and Royal, and maybe developing the parking lots on Decatur will bring more foot traffic on a nightly basis as well as more window light, which wouldn't hurt the crime situation.
