What about secured free wireless? Either in the building as a whole, or in a common area? For example, if it was in the common area, maybe along with a free coffee bar, it would serve as a gathering place for friends & neighbours to come together. I think this would serve well in a place like Vancouver where it's very hard to meet new people!
