Have developers chip in money to a transit development fund which would go towards developing the streetcar network & paying for extra stations along the Evergreen/Millennium Line Extension & Expo Line Hastings Extension.
If the development is on a lot on the Downtown peninsula/Broadway Corridor, have them include X amount of commercial FSR (that doesn't count towards the total building FSR) in exchange for extra residential FSR that can be included on that site, or on residential-specific sites well beyond the boundaries of the CBD (maybe a 50-50 split between the two sites).
Money towards improving/expanding the aquarium.
Money towards Vancouver buying Science World, and renaming it "Science World" again.
Special exceptions made for those redeveloping the DTES/East Gastown (increased height limits into viewcones, increased FSR, etc) barring architectural excellence on par with the Woodward's development, preservation of remaining historical facades, rebuilding historical street walks (like blood alley) etc.
