I'm not sure how much of this is NS and how much of it is true across the country, but it's not unheard of for serious crimes to be committed by repeat offenders who, usually because of age or mental illness, get a lot of leniency. Another case from a few years ago was Archie Billard, who hit and killed somebody while on a joy ride when he was 16. He was later released then assaulted somebody.

There's a fear of "institutionalizing" people and making them worse by keeping them in prison, but a certain number of people are just not safe to be out in public. Sometimes it might be hard to identify them, but other times it seems like the legal system is just messed up and misses violent criminals.
