I found this site from Swinerton/Webcor, which should hopefully provide updates as work progresses. The latest:

Beginning in early July and continuing until late fall, Oceanwide’s contractors will be installing foundation piles for the Mission Street Tower. This work will require some additional night work. Unfortunately, this is a 24-hour-a-day operation as the type of foundation that we are installing requires that rebar and concrete be set immediately after these shafts are drilled down to bedrock. We will do our best to limit impacts, and we apologize for any inconvenience.

In preparation for upcoming work at the 1st Street Tower, Oceanwide or its designated contractors has added additional waterproofing and will be providing additional protection to the basement wall of One Ecker. This work will include the installation of sheet piles along the perimeter and backfilling this area to provide additional support. This work will take place during daytime hours, and we apologize for any inconvenience during this time.

Partial demolition of building 78 will continue during the hours of 7:00 am – 5:00 pm. Streetlight upgrades will be finalized in this area this week.
So, it sounds like work will progress on both towers simultaneously, or at least the Mission Street tower is ahead of the 1st Street tower.
