As I understand the way the police contract is, there is a 1 to 1 ratio of layoffs for cadets to constables. From what I read the cadet division could be eliminated. The city could have up to 200 but are around the 40 mark right now.
If the city gets rid of 40 constables then all the lower priced cadets are gone.
