$1B in debt also isn't $1B added to the deficit. The cost of servicing that debt would however be added to annual expenses/deficit but that would be tens of millions and not the $1B figure you're mentioning.

No they're not. The province just came out a little while ago and said they're one in the same... it's a crown corp, what it loses or gains directly affects the province's standing. Manitoba's ratings being lowered were called out to be directly because of Hydro's gross mismanagement and unmanageable costs.
