One quick question. I understand the buildings being built on stilts because of permafrost but the pipes above ground, I would have thought below ground would be better because of the insulation.

I think that the ground freezing in winter then thawing during spring and summer would probably cause heavy damages on buried pipes. Moreover they are easily accessible if they are built above ground and I guess it's more convenient if you have to fix something (and I am pretty sure you always have to fix something in thid kind of harsh climate).
