It's been under construction for the past 30 years
But now Hans Kollhoff (the designer of the Potsdamer Platz office building
http://www.kollhoff.de/images/pro/ppl.jpg) has been commissioned to redesign it. it's likely to be over 100 m. high (now 98 m.) and a part of a larger complex of buildings (hotel, apartaments, offices, probably a restaurant). It's expected to be completed within 4-5 years.
