Is a story complete when you only consider one side?

I've lived in and around Raleigh all my life. Sometimes the liberals would be in control, and sometimes the conservatives. For the most part, their political idealogy did little to affect the city's fortunes one way or another. If it was going to grow, it grew. Some people were opposed, some weren't. Money was the only engine that drove such forces, and it never really cared about the political bent of the pocket it ended up in.
