It won't be commuter rail. Rails never really existed between DC and Annapolis, and the former rails between Annapolis and Baltimore (besides missing the bridge over the
Severn River) are part bike/ped trail (the
Baltimore and Annapolis Trail) and part LRT (south end of the
Baltimore Light Rail line to Glen Burnie).
Maybe someday you could get an extension of the LRT down to Annapolis, but that's the only way you could feasibly get rail transit down there.
