Hmm.. in those cases it's preferable to analize the elevations of both buildings instead of measurements from their respective ground floors, Tower Two is located on a higher terrain than One. Lets see...One's top of parapet will be at El. 1679'-2" while top of antenna of Two will be at El. 1663'-11"... so difference between both components is 15'3".
