Any resources heavy centre of business will have an inflated GDP. It's no surprise Alberta has a much higher per capita GDP eventhough Ontario produces its fair share of resources too.
The volatility and mobility of resourced based economies are their biggest downfall. A meteoric rise goes hand and hand with a complete abandonment. Alberta could have done better in recognizing the short term aspects of their economic boon and have banked more money but, they'll be okay providing America doesn't shut them out in the next little while.
