I see, you're talking about the people factor... I was merely noting the architectural Greco-Roman references that many huge federal buildings in Washington exhibit. I've been to London and can't say that I saw many such buildings, the late 18th and early to mid 19th century buildings seem to dominate there. Though one would be correct in pointing out that this is precisely when Neoclassicism was born, there aren't that many distinct examples on grand scale that would match Washington's.
