Without exaggeration, NIMBYs have tried to derail practically
every tall building project in London. Heron Tower actually went to a public inquiry, which had to be decided on by the Deputy Prime Minister. Luckily he ruled in favour of the developers - but it delayed the project by a year or so.

Actually, there aren't that many. Very few are over 500ft. And they're mostly concentrated in the "City" (main financial district) and Canary Wharf. London has very strict guidelines regarding skyscrapers and where they're allowed to be built.
