Actually P3 means that you let someone else build it and maintain it for 30+ years and then when the agreement is over they pass it to you in the same condition that it was originally.

Building it cheaply isn't the best plan if you are required to maintain it for 30 years.

The Moray bridge and William Clement Parkway are both P3 projects that look nearly new even after 15+ years.
