I've tried to figure this out as I've noticed this from many locations which I am surprised to see it from.
In the summer of 2022, the top of the structure (at current height at that time) and crane were visible on the water at Chebucto Head (17.5 km)
Some spots I've seen it on and confirmed with Google Street View:
514 Ketch Harbour Road (14.2 km)
Crest on Main Street Dartmouth (8 km)
103 approaching Bayers Lake (~7.5 km)
