The only picture I've seen of a larger midwestern downtown that actually looked clean during the middle of the 20th century (or practically at any point prior to 1990) was somewhere on Woodward near downtown Detroit. The streets and sidewalks were spotless, it reminded me of pre heavy smog pictures of LA.
I can only assume that Chicago burned the same filthy Illinois coal that St. Louis did, which actually blacked out the sun here.
