NIMBYs are everywhere. They came out against this project, they feel the area is already crowded, not enough services, etc. So much so that this project and the entire midtown east rezoning was dropped under Bloomberg. When Deblasio came in, this specific piece of the rezoning was carved out to get the project moving (along with a few neighboring plots). The rest of the rezoning came later.
