Hi citybooster, two things to consider are that the site is small so the floor areas are small, and that the first floor will have retail, and several of the floors above the retail will be office. All of that cuts down on the unit count.

By the way, interesting side note- according to the Census's American Community Survey, more than 75% of the renters that live in the census tract that includes Journal Square live in car-free households. Too many of these cars in these traffic jams are people coming in from the burbs and elsewhere in JC and mucking everything up.
