What makes the Boise CSA seem so sparse compared to the Spokane CSA is the inclusion of Owyhee and Malhuer counties. While these two counties add 17,626 square miles, and by themselves are 2.5 times the area of the Spokane CSA, they add fewer than 43,000 people.

In other words, Owyhee and Malhuer counties make up over 79% of the land area of the Boise CSA, but only contain 5% of the population. Hence the much lower population density of the Boise CSA.
