Maybe, however keep in mind WPE is set back from the river and a plaza will go between the river and the tower so they might just not finish the plaza until WPS is complete and use the plaza for staging/getting equipment in and out.
From the renderings you can see that WPE will be more or less lined up with the parking structure for WPW leaving a decent amount of space to get in and out.
