In the SE Quadrant process, staff talked about setting limits in the plan, around the Weatherly, so it would be visible from all directions. (Don't know if it made it into the plan, or would be a future process). As mentioned, the idea was to spur the growth. The Weatherly was built assuming there'd be tall buildings all around it.
