He did. So far as I know, the only comprehensive attempt to estimate the structure based on accurate floor-by-floor heights is my 3D model of a couple months back. Most of the floors arer 3.2m, not 3.555whatever. However, there are numerous floors that are much higher (including the good 20+ double height floors at the top you mention) which bring the average up.
