This version is better than the original one that, IIRC, had one big box.

I think as you say this is a clear example where the height limit is low and I am not sure what benefit comes from that. A slender tower would look better. And while the Stairs House is being restored there are old houses on the other side, part of a historic streetscape, that are better demolished. Maybe restoration of those houses could have been traded for more height.

This part of town has a lot of potential but it's still very hit or miss. Halifax is full of great streetscapes with strategically placed postwar uglies or parking lots that really detract from the overall feel.
