Germany and Italy are decentralised - the capitals are not the economic centres. Contrast with the UK and France - Paris and London dominate politically as well as economically.
if Air Berlin started flying to Singapore they'd get a massive feed from Qantas to all the big 5 mainland Australia state capitals + Darwin and Cairns on Jetstar.
