This isn't the mat foundation pour yet, but rather a base pour that will go underneath the mat. Expect the mat to be much thicker, with a lot more rebar to reinforce it.
The square holes dug out along the west side of the site (bottom of the picture) are foundation footings for the parking structure, and the pad to the right of the footprint of the tower appears to be for the crane.
