No, what they don't have the luxury to do is build expensive skyscrapers when 60% of the city's inhabitants live in slums. What do you propose to do with the poor? Sweep them across the river into the countryside to put up luxe highrises in their place?
Besides, now you're being disingenuous, conveniently changing the subject from Mumbai's planned and underway supertalls to Sao Paulo's scores and scores of 12-30-storey residentials. That is a better plan for a place teeming with so many poor.
